Dr. Kubo is a therapist working for the National welfare program

It's discovered that dr. Kubo was part of anti-welfare program group working to change the law, therefore committing thought crime. She is then reported by Kengo and forced to hide

In the End, she was sent to reeducation to make her a fervent of the welfare program. When Kengo offers her to escape the country with him she agrees only to revel she cooperates with the police in order to stop Kengo. In the last moment Kengo convinced her to throw away the welfare program and escape with him to Japan
