Hideaki Habaki is the Chief Superintendent of the Tokyo Metropolitan Police Department. SpoilerIt is later revealed that he is affiliated with the Bastard Children of Sabaramond and uses his high rank in the TMPD to aid in their mission. He moreover offered the Bastard Children his illegitimate daughter Soara Habaki as a guinea pig, a past which would catch up to him once his daughter proved alive.
