Manabe Takumi is the chief of the Private Funeral Division . After the disbandment of the PFD, he joins Kakerou as Referee #29. Manabe is characterized by the unnatural growth of hair on the left side of his face. When he was part of the PFD, he believed that no one should be able to stand above the police. He was keen on keeping order and believed that the balance of society is based on the police "protecting" the order by "maintaining" the weak and timid citizens. Manabe felt attracted to the idea of joining Kakerou, but also guilty because, to him, Kakerou went against the "order."
